Allan McDougall

Principal and Founder of ALM Foundation

Allan was a long-time miner in northern Ontario who skillfully tells the powerful story of his personal self-destructive path into alcohol abuse in his book Breaking Through Discovering the Riches Within. Allan now inspires audiences to evaluate whether they or their loved ones are following similar self-destructive habits and to motivate people to take the actions required to change lives for the better.  Known for his visionary and strategic leadership, Allan also facilitates Educational Programs, on a national and international level, implementing and conducting accredited courses.

Allan, now retired, worked in the United Steelworker’s Union for 50 years. He was head of the Emergency Response Team that responds to fatalities of any USW members. Continuing with his mission to help others, Allan started the ALM Foundation. The All Labor Movement Foundation provides vital connections needed to help individuals through issues such as mental health, drug and alcohol addiction and many other issues often left untreated.

Fred Redmond

Secretary-Treasurer AFL-CIO

Fredrick D. Redmond is the secretary-treasurer of the AFL-CIO. On June 13, 2022, he was unanimously elected to the position as the highest ranking African American officer in the history of America’s labor movement.
AFL-CIO Secretary-Treasurer Fred Redmond was first elected to this position by the AFL-CIO Executive Council on Aug. 20, 2021. He filled the vacancy of the executive vice president position from March to June 2022. He has served on the federation’s Executive Council since 2008.
Redmond’s path to the federation’s second-highest office began in 1973, when he went to work at Reynolds Metals Co. in Chicago and became a member of the United Steelworkers (USW). He was active in his local union almost immediately, serving as shop steward and eventually vice president. He served three terms as local president.

In 1996, Redmond joined the USW staff, working with local unions in the Chicago area before accepting a position at the international union’s headquarters in Pittsburgh in 1998. For decades, Redmond served the USW in various staff and leadership roles, assisting local unions, developing and conducting training programs, and bargaining contracts.
As international vice president for human affairs, a position to which he was first elected to in 2006, Redmond oversaw the union’s Civil and Human Rights Department and worked with USW allies across the country in responding to attacks on voting rights and in combating economic inequality.
Redmond has spent his entire life fighting for racial justice in the workplace and throughout our communities. In 2016, he was appointed to Pennsylvania Gov. Tom Wolf’s Advisory Commission on African American Affairs, and in 2020, Redmond was tapped to chair the AFL-CIO Task Force on Racial Justice, a body focused on taking concrete action to address America’s long history of racism and police violence against Black people.
Redmond has served on the boards of directors of Working America, the community affiliate of the AFL-CIO; TransAfrica Forum; the Workers Defense League; the National Endowment for Democracy; the Coalition of Black Trade Unionists; Interfaith Worker Justice; and, since 2007, has served as chair of the board of directors of the A. Philip Randolph Institute. In 2021, Redmond was elected president of the Trade Union Confederation of the Americas, a prestigious international post.

The Hon. James N. O’Hara

The Hon. James N. O’Hara is a Circuit Judge for the Cook County Circuit Court in Illinois. He was appointed to the bench by the Illinois Supreme Court in 2008 and elected to a seat in the 14th Subcircuit in November 2008. During his tenure on the bench, O’Hara has also been assigned to the First Municipal District.

O’Hara earned a Bachelor’s degree from Western Illinois University in 1977. He completed his J.D. at the University of Bridgeport School of Law in 1980 and was admitted to the Illinois Bar in 1981.

Over the course of his legal career, O’Hara has served as an Assistant Attorney General in the Office of the Illinois Attorney General as an Assistant Public Defender in the Law Office of the Cook County Public Defender. He also worked as an attorney in private practice. He worked as a solo practitioner at the time of his appointment.

Dr. Jeff Lating

Dr. Jeffrey M. Lating earned his B.A. in psychology from Swarthmore College in 1985 and his Ph.D. in clinical psychology in 1991 from the University of Georgia. He also completed a postdoctoral fellowship in medical psychology at the Johns Hopkins Hospital in 1993. He was the Director of Clinical Training at the Union Memorial Hospital in Baltimore from 1993 to 1996, and the Chief Psychologist there from 1996 to 1998. He is currently a professor of psychology at Loyola University Maryland and was the Director of Clinical Training of the doctoral program in clinical psychology at Loyola from 2000 to 2013. He has co-edited and co-authored seven books in the areas of stress, posttraumatic stress, and psychological first aid. He has been an instructor with the International Critical Incident Stress Foundation (ICISF) since 1994, and in 1999 became Managing Editor of the newly formed International Journal of Emergency Mental Health (IJEMH). From 2005 – 2009, he served on the Maryland State Board of Examiners of Psychologists.

Dr. Lating has also served as a clinical consultant and crisis-management trainer with the Federal Emergency Management Agency (FEMA), the Federal Bureau of Alcohol, Tobacco and Firearms (ATF), the Association of Professional Flight Attendants (APFA), the United States Senate Employee Assistant Program, the U.S. Department of State, the United Steelworkers (USW), the Swiss Air Navigation Services, the World Bank, and the Danish Military. He also consulted and provided clinical interventions and training with the United States Secret Service’s Employee Assistance Program in New York City in the days following September 11.

Jack Tipold

Jack Tipold is a U.S. Air Force Veteran, an Indiana University Graduate and has a bachelor’s degree in Political Science a proud third­generation Steelworker and has been a union activist for over 30 years.

His involvement with the United Steelworkers includes Organizing, District 7 Emergency Response Coordinator, Communication Action Team Coordinator, International Political Action Coordinator, Political Field Mobilization, Chairman of Steelworkers for Kids and is currently finishing his third elected term as Recording Secretary at Local 6787.

Jack is the Treasurer of Allegius Federal Credit Union and served as Chairman of the Supervisory Committee for over 15 years.

Jack was elected to, and currently serves, as the AFL-CIO Northern Indiana Area Labor Federation Vice President and is proud to announce his most recent appointment to serve as a Member of the Board of Directors for the ALM Foundation.

Jack’s invaluable experience as a union member has shaped his understanding of challenges faced by workers from all walks of life. His unwavering commitment to creating better opportunities and brighter futures for the working class has been a driving force throughout his career. He continues to forge powerful alliances between labor unions and grassroots organizations generating a more effective movement for progress.

Ruben Garza

USW District 13 Director (Retired)

Ruben Garza was elected Director of USW District 13 in November 2013, leading a district that serves more than 50,000 USW members in Texas, Louisiana, Oklahoma and Arkansas.

The son of migrant workers from Orange Grove, Texas, Garza was born in Lubbock, Texas, and grew up in Rotan, Texas.

Garza went to work at National Gypsum Co. on May 6, 1976, the same day he became a member of the Cement Lime and Gypsum Workers International Union. After serving on the plant’s joint health and safety committee, he ran for president of his local in 1984 and defeated an 18-year incumbent.

In March 1989, Garza was unjustly terminated for union activity and was out of work for almost two years. Eventually, he won his job back through arbitration and returned to work in 1991.

In 1990, Garza’s union merged into the United Paperworkers International Union (UPIU). On March 1, 1996, he joined the UPIU staff as an International Representative, and he spent the next three years leading union locals through successful contract negotiations at dozens of work sites.

In 1999, when the UPIU merged with the Oil, Chemical and Atomic Workers Union (OCAW) to create the Paper, Allied-Industrial, Chemical and Energy International Union (PACE), Garza was reassigned to western Texas, where he serviced locals in Texas and New Mexico.

Garza became a USW staff representative when the Steelworkers merged with PACE in 2005.

Besides leading successful strikes and arbitration cases, Garza has led contract bargaining for locals in the union’s atomic, oil, pipeline, chemical, paper and steel industries. He has been instrumental in moving the union forward not just in the areas of wages and benefits, but in health, safety and environmental protection.

Duronda Pope

Duronda Pope is director of the USW Emergency Response Team (ERT) for United Steelworkers who worked as a Hazard Reduction Technician, Laboratory Technologist, and Chemical Operator for the DOE Rocky Flats Plant facility for 25 years.

“My decision to be on ALM board was an easy one. The foundation goes above and beyond to address the issues of connecting a person with aftercare where real recovery happens.”
